Taira bija neordināra personība, kas bagātināja Tukuma un visas Latvijas kultūras dzīvi, popularizējot mākslas vērtības un iepazīstinot ar māksliniekiem un viņu daiļradi.

Taira Haļapina (arī Haļepina, Hoļapina, Haļāpina) dzimusi Penzas apgabala Kuzņeckas rajona Aņņenkovas ciemā Ritas Vīksniņas un Alekseja Haļepina ģimenē. Tairas māte kopā ar abām meitām atgriezās Latvijā (1926). Taira mācījās Rīgas Valsts 4. ģimnāzijā (1935-1942). Jau bērnībā Taira apguva vairākas valodas, iepazinās ar izcilākajiem Latvijas māksliniekiem un literātiem, rakstīja dzeju. Iestājās Latvijas Valsts Mākslas akadēmijas Keramikas nodaļā (1942), studēja arī monumentālās glezniecības darbnīcā pie Otto Skulmes (1947-1954). Studiju laikā strādājusi, tostarp Tukuma pilsētas pamatskolā (1944-1945) un Liepājas lietišķās mākslas vidusskolā (1952/1953). Beigusi LVMA Keramikas nodaļu (1954).
Strādājusi Rīgas kultūras darbinieku tehnikumā par mākslas vēstures un speciālo priekšmetu skolotāju (1954-1957), Latvijas Valsts Mākslas muzejā – par vecāko zinātnisko līdzstrādnieci, krājuma glabātāju, zinātniski izglītojošās nodaļas vadītāju (1960-1978). Viņa organizējusi un vadījusi skolēnu Jauno mākslas draugu grupu, skolēnu estētiskās audzināšanas seminārus. Pēc pensionēšanās viņa periodiski strādājusi arī Tukuma muzejā, iesaistoties mākslas kolekcijas zinātniskajā izpētē un izstāžu organizēšanā.
Taira aktīvi piedalījusies daudzās izstādēs Latvijā un ārvalstīs (no 1959), sarīkojusi vairāk nekā 30 personālizstādes Rīgā, Tukumā, Talsos un citur Latvijā. Piedalījusies grupu izstādēs Latvijā, Gotlandē, Zviedrijā, Vācijā un ASV.
Taira plaši pazīstama kā lektore un mākslas notikumu apskatniece, kas iepazīstinājusi plašu auditoriju ar Latvijas māksliniekiem, tostarp tukumniekiem. Viņa sastādījusi 35 mākslas izstāžu katalogus un publicējusi daudzus rakstus par mākslas notikumiem un izstādēm, piedalījusies zinātniskajās konferencēs, arī radio pārraidēs, iesaistījusies televīzijas raidījumu sagatavošanā.
Viņa sastādījusi albumu par Ansi Artumu un uzrakstījusi tā ievadtekstu. Ņemot vērā viņas aktīvo darbību, Taira uzņemta Latvijas PSR Mākslinieku savienībā (1970). Matveju daļēji publicēts tikai 2002. gadā Tukuma novada kultūrvēsturē. Tairai pašai bija tuvi V. Matveja formulētie „Jaunās mākslas principi”. Viņa pati bija ļoti radoša un daudzpusīga, viņa visu dzīvi sekoja V. Matveja atziņai „brīvā daiļrade nav dabas atdarinājums, bet radošas dvēseles iekšējā balss”. Tairas personība Āfrikas mākslas kontekstā bija viens no impulsiem izstādes “Tukku Magi. Paralēlas līnijas krustojas!” tapšanā (2021) sarīkošanai Tukuma Pils tornī.
Pateicoties savai mātei, kas dzīvoja Tukumā, Taira uzturēja saikni ar Tukumu un tā māksliniekiem (no 1942). Pārceļoties uz dzīvi Tukumā (1978), viņa daudz aktīvāk iesaistījās vietējā mākslas dzīvē. Pateicoties Tairas iniciatīvai, tika dibināta Tukuma mākslinieku grupa (1983). Viņa aktīvi iesaistījās Mākslas dienu un pavasara mākslas izstāžu programmas veidošanā daudzu gadu garumā.
Par mūža ieguldījumu viņa saņēma Valsts Kultūrkapitāla fonda Mūža stipendiju. Dzejnieks Leons Briedis par viņu rakstījis: “Tairas dzīves sūtība vienmēr ir bijusi būt: būt dzīvai, dabiskai, īstai un patiesai gan savās dzīves izpausmēs, gan mākslas kritiķes un tās radītājas aktivitātēs, gan dzejā.”
